How to Read the Fine Print on a Personal Loan
Processing fees, early settlement charges and the interest rate that matters. What Bangladesh Bank allows banks to charge, and a worked example on a Tk 3 lakh loan.

The advert says “personal loan from 11%”. The sanction letter runs to six pages. Somewhere in between are the fees, rules and penalties that decide what the loan really costs you. Here is how to find them.
A personal loan can be a lifeline: a hospital bill, a wedding, a child’s admission fee, a family emergency. But many borrowers in Dhaka sign the papers in a hurry, look only at the monthly instalment, and discover the extra costs later.
The good news is that Bangladesh Bank sets clear limits on most loan charges. Banks are not allowed to charge a loan application fee at all. The processing fee is capped. So is the fee for paying off your loan early, and the penalty for a late instalment. If you know these limits, you can spot an unfair charge before you sign.
This guide walks through the four things that matter most: the interest rate and how it is calculated, upfront fees, early settlement charges, and the penalty clauses. Then we work through a real example on a Tk 3 lakh loan, and end with a checklist you can take to the bank.
1. The interest rate that actually matters
What banks are charging now
There is no longer a government cap on lending rates. Banks set their own personal loan rates, and they publish them. In August 2026, banks reported personal loan rates to Bangladesh Bank ranging roughly from 9 to 16 per cent, with most large private banks between 11 and 13 per cent (BangladeshiBank.com).
Some examples from published rate sheets:
| Bank | Unsecured personal loan rate | Source date |
|---|---|---|
| Bank Asia | 11.00% | 24 August 2026 (Bank Asia) |
| Prime Bank | 12.00% (range 11% to 13%) | Current sheet (Prime Bank) |
| Meghna Bank | 13.50% to 14.00% (range 12.5% to 15%) | 1 September 2026 (Meghna Bank) |
Notice that banks usually publish a range. The rate you get depends on your salary, employer, credit history and whether you already bank with them. The advertised “from” rate is the best case, not the normal case.
Reducing balance vs flat rate
This is the most important line in the whole agreement.
- Reducing balance: interest is charged only on the amount you still owe. As you pay down the loan, the interest part of each instalment shrinks. This is how most banks calculate personal loans.
- Flat rate: interest is charged on the full original loan for the whole term, even though you are paying it back every month. Some lenders, finance apps and informal lenders quote flat rates because the number looks smaller.
A 13 per cent flat rate is not the same as 13 per cent reducing. As our example below shows, it costs nearly the same as a 23 per cent reducing loan. Always ask: “Is this rate on reducing balance?” and get the answer in writing.
Fixed or variable?
Check whether your rate is fixed for the whole term or can change. Many loan agreements let the bank revise the rate when market rates move. Bangladesh Bank cut its policy rate in August 2026, which may push loan rates down over time, but a variable rate can also go up. The agreement should say how and when you will be told.
2. Processing fees and other upfront charges
What Bangladesh Bank allows
In June 2021, Bangladesh Bank set limits on loan charges that still apply today (The Daily Star):
- Loan application fee: not allowed at all.
- Processing fee for loans up to Tk 50 lakh: maximum 0.5 per cent of the loan, and never more than Tk 15,000.
- Processing fee for loans above Tk 50 lakh: maximum 0.3 per cent, capped at Tk 20,000.
Bank schedules of charges for 2026 follow these limits. Bank Asia, for example, lists a 0.5 per cent processing fee and free loan application for personal loans (Bank Asia schedule of charges).
On a Tk 3 lakh loan, the maximum processing fee is Tk 1,500. VAT is added on top of bank fees, so expect to pay a little more.
Watch out for these
- Old or third-party fee lists. Some loan comparison websites still show processing fees of 1 to 2 per cent. If a bank asks for more than 0.5 per cent on a normal personal loan, ask them to show you the rule that allows it.
- Fees deducted from the loan. Some banks take the processing fee out of the amount they pay you. You borrow Tk 3 lakh, but receive slightly less, and still pay interest on the full Tk 3 lakh.
- Bundled insurance. Some loans come with a credit life insurance policy. It can be useful, but ask whether it is required, what it costs, and whether the premium is added to your loan.
- Documentation and verification charges. Stamp duty and a CIB credit report check are normal. Ask for every charge to be listed before you sign.
Good practice: ask for the bank’s current schedule of charges. Every bank publishes one, and it is the document that binds them.
3. Paying off early, and paying late
Early settlement fee
If you get a bonus or sell something and want to close the loan early, the bank may charge a fee. Before 2021, many banks charged 2 per cent of the outstanding amount. Bangladesh Bank cut this to a maximum of 0.5 per cent of the outstanding balance (The Daily Star). Some banks charge less, and a few charge nothing.
Paying early almost always saves money, because you stop paying interest on the balance. On a Tk 3 lakh loan, the fee might be a few hundred taka, while the interest you save can be many thousands.
Partial prepayment
Want to pay off part of the loan, not all of it? Read this clause carefully. Bank rules often include conditions like these, taken from one bank’s 2024 schedule of charges (Meghna Bank):
- A fee of up to 0.5 per cent on the amount you prepay.
- Partial payment allowed only once in 12 months.
- A minimum amount, such as 30 per cent of what you still owe.
- No partial payment in the first six months or the last six months of the loan.
Also ask what happens after a partial payment: does your monthly instalment go down, or does the loan finish earlier? Choose the option that fits your budget.
Late payment penalty
If you miss an instalment, the bank can charge extra interest on the overdue amount. In May 2026, Bangladesh Bank cut the maximum penalty rate from 1.5 per cent to 0.5 per cent. For term loans like a personal loan, it applies only to the overdue instalment, not the whole loan (The Daily Star).
The bigger cost of missing payments is your credit record. Late payments are reported to Bangladesh Bank’s Credit Information Bureau (CIB), and a bad CIB report can block future loans and credit cards.
4. A worked example: the true cost of a Tk 3 lakh loan
Let’s say Rina, a school teacher in Uttara, borrows Tk 3 lakh for three years (36 months) to cover her mother’s treatment. Here is what the fine print means in real taka. These are our own calculations.
Same rate, two different methods
| 13% reducing balance | 13% flat rate | |
|---|---|---|
| Monthly instalment (EMI) | Tk 10,108 | Tk 11,583 |
| Total interest over 3 years | Tk 63,895 | Tk 1,17,000 |
| Total repaid | Tk 3,63,895 | Tk 4,17,000 |
| Real annual cost | 13% | About 22.8% |
The flat-rate loan costs Rina Tk 53,105 more for the same “13 per cent”. That one word in the agreement is worth more than every fee combined.
Adding the fees
On the reducing-balance loan:
- Processing fee at the 0.5 per cent maximum: Tk 1,500, plus 15 per cent VAT, about Tk 1,725 in total.
- If the bank deducts it from the loan, Rina receives about Tk 2,98,275 but repays as if she got the full Tk 3 lakh.
Paying off early
After 18 months, Rina gets an arrears payment and wants to close the loan. On the reducing-balance loan:
- She still owes about Tk 1,64,501.
- The early settlement fee at 0.5 per cent is about Tk 823, or about Tk 946 with VAT.
- If she kept paying, the remaining 18 instalments would total Tk 1,81,947.
- By settling early, she saves about Tk 17,446 in interest, and pays less than Tk 1,000 in fees to do it.
The lesson: a small early settlement fee is almost never a reason to keep a loan running if you can afford to close it.
5. Your checklist before you sign
Take this list to the bank. Ask each question, and ask for the answer in writing or on the sanction letter.
About the rate
- What is my exact annual interest rate, not the “from” rate?
- Is it calculated on reducing balance or flat?
- Is it fixed for the full term, or can it change? How will I be told?
- What is my exact monthly instalment, and on which date is it due?
About the fees
- What is the processing fee in taka, and is VAT extra?
- Is the fee deducted from the loan amount I receive?
- Are there any other charges: insurance, stamp duty, documentation, CIB check?
- Is insurance required, or optional?
About repaying early
- What is the early settlement fee? Is it on the outstanding balance?
- Can I make partial payments? How often, and is there a minimum amount?
- After a partial payment, does my instalment go down or the term get shorter?
About missing a payment
- What penalty applies if an instalment is late, and from which day?
- Is the penalty only on the overdue instalment?
- When will a late payment be reported to the CIB?
About the paperwork
- Can I take the full agreement home and read it before signing?
- Am I signing any blank cheques, and what can they be used for?
- Who is the guarantor, and what exactly are they responsible for?
If a bank officer can’t or won’t answer these clearly, that itself tells you something. Compare at least two or three banks before deciding.
6. If a bank charges more than the rules allow
You have the right to complain, and Bangladesh Bank has a clear process (Bangladesh Bank):
- Start at the branch. Show the charge and ask for it to be corrected.
- Go to the bank’s complaint cell. Every bank has one at its head office. Contact details are on its website and posted in branches.
- Escalate to Bangladesh Bank. If the bank does not fix it, contact the Customer Interest Protection Centre (CIPC) by calling the 16236 hotline during office hours, or by email or post, with your details and copies of your documents.
Keep copies of everything: the sanction letter, the schedule of charges, bank statements showing the deduction, and any messages from the bank.
